Punjab & Haryana High Court rules that Section 22 of the Drugs and Cosmetics Act, 1940, does not empower authorities to seal premises, as the statute only permits search and seizure. The court quashed the sealing memo, reinforcing that administrative actions must strictly adhere to statutory limits to avoid violating Article 19(1)(g) and Article 300-A rights of pharmacists and business owners.
