Madurai HC clarifies that the Rs.33,000 tuition fee for B.O.T courses under the Tamil Nadu Professional Colleges Act includes all recurring academic charges, permitting only Rs.5,000 development fee and Rs.7,000 transport fee. Hostel and lab fees are expressly prohibited, reinforcing statutory limits on fee fixation committees and protecting students from arbitrary levies.

Bombay High Court holds that fee refunds after admission cut-off date require vacant seat filling; development fees must be refunded even if other fees are forfeited.
